Total nitrogen reduction (N.J.A.C. 7:50-6.84(a)6iv(6))

The Township land use ordinance and the CMP require that stormwater management measures be designed to achieve a minimum of 65 percent reduction of the post-development total nitrogen load from the developed site, including those permanent lawn or turf areas that are specifically intended for active human use, in stormwater runoff generated from the water quality design storm. The development has not been designed to meet this standard. Note that this requirement must be met for the entire development and not just the lawn and landscaped areas.

Permeability (N.J.A.C. 7:506.84(a)6v(2))

The Township land use ordinance and the CMP require that stormwater infiltration facilities be sited in suitable soils verified by field testing to have permeability rates between one and twenty inches per hour. The submitted information indicates that all proposed stormwater management measures will be located in soils having a permeability rate greater than twenty inches per hour. This issue may be resolved by removing soils below each BMP and replacing those soils with a three-foot layer of soil having an acceptable permeability rate (such as a K3 or K4 soil). Any replacement soils must also be replaced up to the elevation of the lowest outfall within each BMP.

These inconsistencies should be addressed by the applicant.

  • The site is also impacted by a wetlands buffer which has been previously established on site.
  • Based on the overall square footage proposed, an Environmental Impact Statement is required and has not been provided. The applicant should address this submission waiver request as well as any comments which have been received from the local Environmental Commission.
  • The drawings indicate that the project site is subject to a wetlands buffer. However, the drawings also indicate that no new disturbance to or construction in the wetland buffer area is proposed.
  • Utilities- The drawings indicate the proposed buildings will connect to public water facilities within Whitesville Road and private onsite septic system. Any approval which may be granted would be subject to review and approval from the Jackson Township Municipal Utility Authority.
  • Site Utilization and Proposed Operation – The applicant supplied Statement of Operations is attached to this engineering report. Supplementing any specific concerns the Board may have, the applicant should be prepared to address:
  • Nature and extent of any outdoor bulk storage which may be proposed including maximum number of vehicles and nature of the outdoor equipment storage which is proposed.
  • Estimated number of new employees.
  • Days and hours of operations.
