- In accordance with N.J.A.C. 7:8 and Jackson Township Ordinance, insufficient geotechnical data has been provided to support the stormwater management design. Additional soils investigation and testing should be performed in accordance with Chapter 12, Soil Testing Criteria with the NJDEP Stormwater Best Management Practices Manual.
- The Soil Boring Reports and Tube Permeameter Test Data Sheets within the Stormwater Management Report should be revised to indicate the lot location in Jackson Township, Ocean County not Howell Township, Monmouth County.
- The plan should be revised to provide additional existing topography and proposed grading on Pfister Road to confirm positive gutter flow will be provided.
- The various drainage area maps referenced in the Stormwater Management Report should be included with the report as an appendix.
- An exfiltration rate of 10 in/hr has been used to size the required recharge system for subsurface recharge system 1, 2 and 3 whereas the three (3) permeability tests provide ranges from 1.55 in/hr, 39.07 in/hr and 2.65 in/hr. In accordance with NJAC 7.8, Jackson Township Ordinance and the NJDEP Stormwater BMP Manual, the slowest tested permeability rate should be used with a safety factor of two (2) when designing a small-scale infiltration system. (Also see Comment #21 above.
- The Stormwater Management Report should be revised to include a separate section for the design of the filtering bioretention water quality devices including but not limited to drainage area, design flows, bypass flows etc.
- The Stormwater Management Report should be revised to provide calculations for the conveyance system.
- The Stormwater Management Report should be revised to indicate how the project has been designed to meet the required rate reductions for the 2-, 10- and 100-Year storm events.
- The Stormwater Management Report should be revised to note the Water Quality Storm event.
- The Stormwater Management Report should be revised to include a separate section on Green Infrastructure which should include specific information on how the proposed stormwater management system complies with the minimum basic design requirements indicated in the NJDEP Stormwater BMP Manual. It appears recharge system #1 and #2 exceed the maximum drainage area to a small-scale infiltration system.
- Additional spot elevations should be provided to confirm compliance with the maximum slope for handicap parking spaces and accessible routes.
- The plans should be revised to provide the limits for onsite, roadway, county curb and paving.
- The plans should be revised to show all proposed roof leaders with connections to the onsite drainage system. Pre-treatment leaf screens should also be provided.
