property is a permitted use in the HC zone. Preliminary and Final Major Site Plan Approval is required from the Jackson Township Planning Board.
The 2025 Master Plan describes one major goal of the Master Plan is to allow for “commercial and industrial development to be expanded to meet local demands”. It also promotes a “community with commercial areas capable of serving the local and regional population in a convenient manner.”
1.4 Utility Plans
The Jackson Township Municipal Utilities Authority owns and operates public potable water and sanitary sewer systems in Jackson Township. Public sewer and water is available along the site frontage; therefore, the site will use public sewage and public water.
The estimated total daily volume of sanitary sewage for the project as computed in accordance with NJDEP standards defined in NJAC 7:14A is estimated to be about 450 GPD.
Total daily water demand is to be estimated in accordance with NJAC 7:10-12.6, and the average daily demand is computed based upon 0.125 GPD per SF of office plus 25 GPD per employee in the warehouse. Estimated daily water demand is therefore 450 GPD. Approval of the JTMUA will be required for potable water and sanitary sewer connections.
1.5 Stormwater Management
It is proposed to construct a system containing underground recharge basins, water quality basin and primary detention/infiltration basin working in series, along with conventional collection and conveyance system of inlets and underground pipes. The proposed design has been developed in accordance with the NJ Stormwater Management Rules, NJAC 7:8, and more specifically in accordance with Green Infrastructure Standards outlined in NJAC 7:8-5.3. The system has been designed to mimic the current hydrologic pattern and uses a series of small-scale systems to promote groundwater recharge and satisfy water quality standards. The overall system will allow for infiltration of the water quality storm and 2-year storm. It also provides for quantitative control of increased run-off from the 10- and 100-year storm events. The project fully conforms to the New Jersey Stormwater Management Regulations NJAC 7:8-et seq. Refer to the Stormwater
