3.0 ENVIRONMENTAL IMPACT STATEMENT
The Jackson Township Ordinance regarding preparation and content of an Environmental Impact Statement requires an assessment of both adverse and positive impacts of the proposed activity. These impacts have been previously addressed within the site description and inventory. The following brief list of impacts is provided in summary:
a. Soil Erosion and Sedimentation
Runoff shall be directed to catch basins and a collection system for sedimentation control and direction to a stormwater management basin. The basin will serve as a sediment basin during construction and will manage all increased runoff from the site. The project is subject to review and plan certification by the Ocean County Soil Conservation District prior to construction and is obligated to comply with their standards. The methods to control soil erosion and sediment control include the installation of a stone tracking pad for construction traffic, inlet protection devices and stabilization of all disturbed areas.
b. Floodplain
The project will not disturb any regulated floodplain areas.
c. Surface Water
No degradation of surface water is anticipated to occur. All stormwater discharges to offsite areas shall be treated prior to discharge. Treatment includes detention and settling of pollutant laden particles. All discharges comply with the Jackson Township and relevant New Jersey Stormwater Management Regulations thus ensuring adequate water quality and quantity control.
d. Ground Water
No degradation of ground water is anticipated to occur, since the project will direct all increased runoff to the stormwater basin which will recharge a significant portion of the runoff into the ground.
e. Ground Water Capabilities
Public water is already existing on the proposed site.
f. Sewage Disposal
Public sewage is already existing on the proposed site.
