WHEREAS, Dubuque County has been presented with a 28E Agreement, which outlines the two-year sharing agreement between Dubuque County and Clinton County for Clinton County Engineer Todd Kinney to be appointed as Dubuque County Engineer per Iowa Code 309.19; and

WHEREAS, the agreement requires Dubuque County to reimburse Clinton County for 49.5 percent of the compensation package for Mr. Kinney's services to Dubuque County; and

WHEREAS, Mr. Kinney's compensation package includes wages, FICA, Employer's IPERS contribution, and health insurance premiums; and

WHEREAS, the agreement ensures that Todd Kinney assumes all County Engineer responsibilities while being appointed as the Dubuque County Engineer.

NOW THEREFORE, the Dubuque County Board of Supervisors approves and authorizes the Chairperson to sign the 28E Agreement, which outlines the sharing agreement between Dubuque County and Clinton County for Clinton County's County Engineer Todd Kinney to serve as Dubuque County Engineer per Iowa Code 309.19.
