connected to this Minor Subdivision plat. In A-1 Agricultural, subdivision plats are only allowed if the property qualifies for the Agricultural Exemption, per Iowa Code 335.2 and the Dubuque County Zoning Ordinance. The YMCA owns 77 acres more or less in unincorporated Dubuque County. Additionally, the parcels being created either have existing non-conforming uses on them, or will not be large enough or wide enough to accommodate non-farm residential development.

Chapter 2, Section 64.1 (c) “If the plat is found to substantially conform to the preliminary plat as approved, the final plat shall be forwarded to the Board for review. If the plat is found not to conform to the preliminary plat, it shall be corrected or referred to the Planning Commission for further review, prior to review by the Board. If the Board is referred to the Planning Commission, the Planning Commission shall then review the plat and shall forward a written recommendation to the Board within forty-five (45) days of the filing of the plat with the Plats Officer. If the recommendation is to disapprove the plat, or to require modification of the plat, the reasons therefore shall be set forth in writing, and a copy of the recommendation shall be provided to the subdivider.”

Chapter 2, Section 64.1 (d) “Upon receipt of the plat and written reports, the Board shall review the plat and attachments. If the plat is found to conform to the ordinances, statutes and standards of the County and the Comprehensive Plan and other duly adopted plans, all as of the date of approval of the Preliminary Plat; and is found to substantially conform to the preliminary plat, the Board shall approve the plat and shall cause its approval to be entered on the plat.”

Chapter 2, Section 64.1 (e) “Action of the final plat, by the Board, shall be taken within sixty (60) days of the date of filing of the plat with the Zoning Administrator, unless such time period is extended by agreement between the subdivider and the County. However, such time limitation is notwithstanding, if any portion of the land to be subdivided lies within the City's area of review as described in the City Ordinance adopted under Chapter 354 of the Code of Iowa. The Board shall defer final action on the plat until action has been taken by the City. If the action is to disapprove the plat, the reasons therefore shall be set forth in the official records of the Board and such decisions shall be provided to the subdivider.”

Staff Comment: Y-Camp Place No. 4 conforms with the Subdivision and Platting Ordinance, as addressed previously. The properties involved are zoned A-1 Agricultural.

With respect to the Dubuque County Regional Comprehensive Plan, there is new development proposed on Lot 2. A parking area on Lot 2 will create new impermeable surface, or at least a less permeable surface with less vegetative cover to assist with stormwater retention. Buesing and Associates, the subdivider and Wanderwood Gardens are coordinating with the Watershed Department to determine Stormwater Management Ordinance conformance once the plat is approved. They are also working through the City of Dubuque's stormwater management requirements. Chapter 11 of the Comprehensive Plan (Watershed Management) applies to this plat, as increased stormwater runoff will drain to Union Park Hollow Creek, Coulter Valley Creek, Little Maquoketa River, and eventually the Mississippi River.

The Zoning Department has provided copies of their development site plan for the Board of Supervisors to review as a supplement to the subdivision plat. Based on this site plan, less than half of the .479 acres of the proposed Lot 2 will be used for parking or driveway space.
