Schools may experience a significant mismatch between the notional SEN budget and their actual cost of SEN support due to various reasons.

Fair Share attempts to elevate some of that pressure by providing additional funding to schools going into deficit and using more than 60% of their notional send budget to meet element 2 of EHCP pupils (including out-of-borough pupils).

The spend over 60% is given as a supplement. This ensures that at least 40% of the Notional SEN budget is available for pupils with SEN support.
