Have objective, use-specific standards (i.e. caps on sound at the property line) been considered?

Are measurable performance standards embedded in code such as noise limits, lighting standards, setbacks from sensitive receptors, emergency access, hazardous materials, stormwater, construction hours, and periodic post-construction testing/reporting?
