How will community perspectives be assessed and weighed (e.g., what if surveys and public comment indicate most residents do not favor development)?
Could any public infrastructure or utility upgrades, special rates, discounted service, TIF, tax abatement, or other incentives offered to the developer/applicant shift costs or risk to existing residents, businesses, or taxing entities?
