Any approval which the Board may grant should be conditioned upon the applicant submitting a formal Description of Operations providing all applicable operation disclosures as well as any specific restrictions the Board may impose.
4. Traffic Impact, Site Access, Circulation, Loading, Required Parking and Road Improvements
Ordinance Section 244-218 requires that a Traffic Impact Analysis be provided for all site plan application proposing 20,000 SF or more of gross floor building area. The applicant has provided this document which concludes:
It is concluded, based on the analysis set forth in this report, that plans to construct a 270-student daycare center can be approved and operate compatibility with future traffic conditions. Levels of service at the site driveways will fall within acceptable traffic engineering parameters for the 2035 design year.
The Site Plan itself has been properly prepared with respect to adequate parking and proper circulation.
The applicant should review the specific methodology utilized in establishing the above noted conclusions as well as any comments received from the Bureau of Fire Prevention and Traffic Safety.
Site access is proposed through the construction of a one-way in and one-way out driveway connections to South New Prospect Road. The applicant should confirm that adequate truck turning radii have been provided throughout the site and all appropriate construction design dimensioning has been indicated on the plans. As South New Prospect Road is a County Road Facility, approval of the driveway connection will be subject to review and approval from the Ocean County Planning Board.
The proposed entrance driveway connects to a single internal circulation aisle accessing the day care center as well as all off-street parking facilities. Conditioned upon confirmation that adequate turning radii have been provided and all required construction detailing and dimensioning have been indicated on the plan, overall circulation design is acceptable. However, additional traffic control signage and pavement markings should be provided to ensure circulation design patterns are clearly established.
The applicant should be prepared to discuss loading and delivery proposals as no loading facilities are indicated. A design waiver is required.
