  1. The plumbing subcode fee shall be $15 per fixture or stack fixtures to be installed. For the purpose of computing the fee, fixtures or stacks shall include, but not be limited to, all sinks, urinals, water closets, bathtubs, shower stalls, laundry tubs, floor drains, drinking fountains, dishwashers, garbage disposals, clothes washers, hot-water heaters, or smaller devices. In addition, the following subcode fees shall be paid in connection with the issuance of permits for the following: (a) Water service:
