30-04

TITLE: AN ORDINANCE OF THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF JACKSON AUTHORIZING THE SUBMISSION OF A PUBLIC QUESTION TO THE VOTERS ON THE BALLOT FOR THE GENERAL ELECTION TO BE HELD ON NOVEMBER 2, 2004

PUBLIC HEARING OPENED:

STEVE BROSKY, 524 CEDAR SWAMP ROAD: (inaudible) He asked how they are going to go about water quality protection and funding? He later asked if there was a priority list of what they want to purchase first? He added that he doesn’t mind kicking in the extra $100.00, but he would like to see some of that money coming back into his community. He doesn’t want to see it going to the other side of town where they may have extra land and different zones for building. Mayor Giblin explained that the funding mechanism is an open space trust fund. There are different components whether you purchase water for environmental reasons, passive or active recreation. Presently, they are developing an open space plan, which includes many different areas for many different reasons. When they have the ability to purchase these it all depends on the funding mechanism in place and the availability of those specific properties and that is when the decisions will be made. As far as prioritizing things there are so many different variables so there is no set mechanism in place. He explained that the first time around many people wanted the one and a half cents to stop development, which they did. Deputy Mayor Grisanti asked Mr. Brosky if the 115-acre Vista Property was close to him? Mr. Brosky replied he could drive there in five minutes. Mayor Giblin stated that that property backs up to the lake and they will actually be protecting the water because there will be no homes, blacktop and road construction there, as well as passive and active recreation. Mr. Brosky went on to speak about a small lake across from his house that is about 2 acres in size, which would be nice to purchase. Mayor Giblin explained they encourage residents if they have a piece of property they think would be good for acquisition to forward it to Andy Strauss, the Open Space Planner, and he will take a look at it. The Mayor went on to say that he is not familiar with the property Mr. Brosky was referring to. Committeeman Reilly stated that this was e-mailed to them a while back. Mr. Brosky said that he would e-mail them pictures.

COMMITTEEMAN KAFTON: He explained that he does support this and with the last penny and a half increase the town has stopped quite a bit of houses from being built. This is a huge benefit to the residents of the community because of the children that would have been put into the school system, which would have drastically increased the taxes. He encouraged people to support this so they can continue to slow down the growth.
