on the high school. They will be planning 47 trees and shrubbery to beautify the front portion of the school. Last week they had their final meeting with the State Forestry Commission before they kick off the project. The forestry Commission asked them to testify in Trenton on funding that will be available to them for 3 Million Dollars. No other town in New Jersey has ever entered into this type of agreement. He asked for support from the Committee. Mayor Giblin asked if some of the money collected through the tree ordinance would be used? Committeeman Broderick replied yes they can use that money for the trees being planted around the schools because it is township property.
CONCLUSION: The entire Committee gave their support on this project.
RE: UPDATE – 4 WAY STOP AT HYSON AND HARMONY & 4 TON WEIGHT LIMIT ON OCEAN COUNTY ROADWAYS
TOWNSHIP CLERK EDEN: She explained at the last meeting there was a request by the Jackson Township Police Department to install a four way stop at Hyson and Harmony and 4 ton weight limits on certain roads in Jackson. The Committee had requested additional information and she found out that the Police Department recommended this based on accidents on that intersection. They verbally communicated with the County so there isn't any written correspondence available. Mayor Giblin stated that he would like Manhattan Street added to the roads with a 4-ton weight limit. Committeeman Broderick explained that there were approximately 30 County roads in Jackson that were recommended to the County and these four were all they would allow. Township Clerk Eden stated that she had a back-up correspondence from the County regarding the 4-ton weight limit. Committeeman Kafton stated that Hyson Road is a very busy road used by many of our commuters. He thinks altering that road so that every vehicle has to stop on all four sides would not be a benefit. Deputy Mayor Grisanti explained that he would like to see more information from the police justifying this change. He believes that on some roads it is more dangerous to slow down the flow of traffic. Committeeman Reilly explained that he takes that road every day. It is a caution on one side and a stop on the other and people are going at a high rate of speed through the caution. There is a little rise on the left hand side coming from 195 and the visibility is very bad especially after dusk. Therefore, he goes along with the recommendation for a 4-way stop. He asked if this was just preliminary to an actual signal? Mayor Giblin stated there isn't enough traffic so he doesn't believe they will ever get a signal there. He later asked for the accident reports from that intersection.
CONCLUSION: The Committee supports the 4-ton weight limit on certain roads. A resolution will be on the agenda regarding this at the July 26th Committee Meeting. The Committee requested more information from the Jackson Police Department regarding the 4 way stop at Harmony and Hyson.
RE: RECREATION DEPARTMENT'S REQUEST TO INCREASE WINTER BASKETBALL AND WRESTLING FEES
TOWNSHIP CLERK EDEN: The Director of Recreation is requesting increasing the winter basketball fee from $35 to $40 and the winter wrestling fee from $45 to $70. Committeeman Kafton asked if the fees they are now collecting are covering the expenses? Township Clerk Eden stated she doesn't believe so because the memo shows there is only 98% coverage on both. Deputy Mayor Grisanti believes the Recreation Director is very sensitive to only covering the cost. Committeeman Reilly asked if the number of children have increased since last year? He also asked if the fee increase would affect people from signing up? Mayor Giblin stated he believes there is a waiting list and the cost is still reasonable. Committeeman Reilly stated that he would contact Ms. Alberta and get the information he is looking for.
CONCLUSION: They will hold off on doing the ordinance until Committeeman Reilly gets the information he is looking for from Ms. Alberta. He will then contact Township Clerk Eden and let her know if it is all right to do the ordinance.
ADMINISTRATOR KENNEDY: He explained that tomorrow he and Lily Ann Farley are meeting with Tom Fallon. They are having the exit conference for the 2003 Audit.
