TITLE: RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE US DEPARTMENT OF ENERGY - ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT PROGRAM

WHEREAS, the US Department of Energy has announced funding to eligible municipalities as part of the Energy Efficiency and Conservation Block Grant Program
WHEREAS, the Township of Jackson is eligible to receive $464,500 in grant funds to reduce the total energy use in the municipality;
WHEREAS, the Township intends to request funding for the implementation of a LED street light program in the Township.
NOW, THEREFORE BE IT RESOLVED, that the Mayor and Council of the Township of Jackson support an application to the US Department of Energy’s Energy Efficiency and Conservation Block Grant Program.

TITLE: AUTHORIZE SPECIAL PROJECTS ENGINEER, CMX, TO ASSIST THE TOWNSHIP WITH THE SUBMISSION OF THE U.S. DEPARTMENT OF ENERGY – ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT PROGRAM APPLICATION

WHEREAS, the Township of Jackson appointed CMX as Special Projects Engineer on January 1, 2009; and
WHEREAS, the Township has determined a need for assistance with regard to the application process associated with applying for the U.S. Department of Energy – Energy Efficiency and Conservation Block Grant application; and
WHEREAS, the Township of Jackson desires to appoint CMX to assist the Township in that submission to the U.S. Department of Energy; and
WHEREAS, the Local Public Contracts Law (N.J.S.A. 40A:11-1, et seq.) requires the Notice of a resolution authorizing the award of contracts for “Professional Services” without competitive bids must be publicly advertised; and
WHEREAS, the maximum amount of this contract is $2,450.00 and the Chief Financial Officer has certified that sufficient funding exists for this purpose.
NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Jackson, County of Ocean, State of New Jersey as follows:
That CMX is hereby authorized to assist the Township of Jackson in the application and submission of the U.S. Department of Energy – Energy Efficiency and Conservation Block Grant Program as per the attached proposal dated May 18, 2009.
