RESOLUTION APPOINTING BRENT R. POHLMAN, ESQ., UNDER THE "NON-FAIR AND OPEN PROCESS" TO SERVE AS SPECIAL COUNSEL FOR THE TOWNSHIP OF JACKSON FOR ISSUES RELATING TO RLUIPA

WHEREAS, the Township of Jackson is in need of the services of an attorney specialized in the area of RLUIPA, the Religious Land Use and Institutionalized Persons Act; and

WHEREAS, Brent R. Pohlman, Esq., has represented the Township through its insurance carrier on a number of matters relating to this subject; and

WHEREAS, the Township of Jackson wishes to appoint:

Brent R. Pohlman, Esq., of Mandelbaum, Barrett, P.C.: 3 Becker Farm Road, Roseland, NJ 07068

WHEREAS, this nomination of the Mayor and this approval of the Council, pursuant to this Resolution, is done under the “Non-Fair and Open Process”; and

WHEREAS, the amount of the contract to be awarded under this resolution is determined to not exceed $75,000.00, which sum is reasonably estimated based upon such Legal Services as may be required over the contract term to be awarded under this resolution, including, but not limited to, the amount spent for such Legal Services for the previous calendar year, the costs of compensation under the contract to be awarded, and any projected increase or decrease in services anticipated versus the prior year, and which sum the Township of Jackson is under no obligation to spend and which may be exceeded; and

NOW, THEREFORE, BE IT RESOLVED this ___ day of ___, 2025 by the Township Council of the Township of Jackson, County of Ocean, State of New Jersey as follows:

  1. Brent R. Pohlman, Esq., be and he is hereby appointed as the Township's Special Counsel with respect to RLUIPA matters for calendar year 2025 under the Non-Fair and Open Process.
