WHEREAS, the Township of Jackson, as a contracting unit may, without advertising for bids, purchase any materials, supplies, services or equipment under any contract or contracts entered into by the NJ Division of Purchase and Property in the Department of the Treasury, for such materials, supplies, services or equipment pursuant to N.J.S.A. 40A:11-12; and
WHEREAS, purchases/services made utilizing state contracts meet the requirements of using a fair and open process; and
WHEREAS, the Township Council approved purchases/services from authorized State contract vendors on January 24, 2017 by way of Resolution No. 078R-17; and
WHEREAS, the Township Council previously authorized an increase in the contract amount with Wireless Communications and Electronics from to $85,000.00 to $125,000.00 per Resolution No. 227R-17; and
WHEREAS, the Purchasing Department is seeking approval to increase the amount previously approved for Wireless Communications and Electronics (State Contract #T0109/83909 effective 5/1/13 through 4/30/18) from $125,138.00 to $168,000.00 (an increase in the amount of $42,862.00) to cover costs associated with vehicle communication equipment and accessories for new police vehicles (for the remainder of CY 2017); and
WHEREAS, it is now the desire of this Township Council to approve the request of the Purchasing Department.
NOW, THEREFORE, BE IT RESOLVED, the Township Council of the Township of Jackson, County of Ocean, State of New Jersey does hereby approve an increase to the amount previously established for Wireless Communications and Electronics (from $125,138.00 to $168,000.00). A copy of this resolution shall be forwarded to the Municipal Administrator, Chief Financial Officer, Purchasing Department and any other interested parties.

RESOLUTION 385R-17 TITLE: AUTHORIZE PURCHASE OF SIX (6) STALKER DSR 2X RADAR SYSTEMS FROM APPLIED CONCEPTS, INC. IN AN AMOUNT NOT TO EXCEED $18,549.00

WHEREAS, the Department of Public Safety is requesting to purchase six (6) Stalker DSR 2X radar units for newly acquired Police Interceptors in an amount not to exceed $18,549.00; and
WHEREAS, this purchase is exempt from public bidding pursuant to N.J.S.A. 40A:11-5(dd), as Applied Concepts, Inc. is the sole source manufacturer of the Stalker DSR 2X Radar System which is proprietary in nature; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4 et seq., this expenditure would cause the purchase amount to exceed $17,500.00 within a consecutive 12-month period; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4 et seq., Applied Concepts, Inc. has completed and submitted a Business Entity Disclosure Certification which certifies that Applied Concepts, Inc. has not made any reportable contributions to a political or candidate committee in the Township of Jackson in the previous one year, and that the contract prohibits Applied Concepts, Inc. making any reportable contributions through the term of the contract; and
