Millcreek Township is writing to announce the beginning of another fiscal year of the township’s Community Development Block Grant (CDBG) program.

Millcreek is “entitled” to apply for and receive an annual allocation of Community Development Block Grant funds from the U.S. Department of Housing and Urban Development (HUD) pursuant to the provisions of Title I of the Housing and Community Development Act of 1974, as amended.

Since 1998, the Township has received approximately $6.5 million in CDBG monies. The funds are to be used to undertake activities that address the township’s community development and/or housing needs as identified in Millcreek’s Five Year Consolidated Plan (CP), and which principally benefits low-to-moderate income persons. Additionally, the Township is to take actions to “affirmatively further fair housing”.

The amount of funds the Township will receive for FY 2023 is unknown at this time but is anticipated to be approximately $250,000. The Erie County Department of Planning administers the Township's CDBG program and approximately 11% of the allocation will be set aside for these responsibilities.

Agencies, groups, organizations, and township departments that assist residents of Millcreek can apply for a share of the grant dollars. Enclosed are Program Guidelines and Application form to request funding.

The deadline to submit an application for funding consideration is Friday, March 10, 2023. Please submit your application as a WORD document to mwaldinger@millcreektownship.com. Also, mail a hard copy of the application to:

The Township’s request to HUD for the funding is due on or before May 15, 2023 with a program start date of July 1, 2023.

In accordance with the Final Rule for revised program regulations, 24 CFR, Parts 91, et. al. and the adopted Millcreek Township Citizen Participation Plan, the Township intends to conduct a minimum of two (2) public hearings regarding its CDBG program - the first to obtain information related to housing and community development needs and the second to obtain comments on the proposed activities to address these needs with FY 2023 funding. Dates and times of these hearings will be published in the Erie Times News and posted on the Township's website.
