SARASOTA MANATEE AIRPORT AUTHORITY SEPTEMBER 27, 2021 MEETING STAFF NARRATIVE

RE APPROVAL: INCREASE CONTRACT SCOPE WITH MAGNUM BUILDERS OF SARASOTA FOR CONSTRUCTION OF PARKING LOT EXPANSION PROJECT

EXECUTIVE SUMMARY: Staff requests authorization from the Board to approve an increase in contract scope for the Parking Lot Expansion Phase 2 Project with Magnum Builders of Sarasota, Inc. The additional scope will renovate approximately 1,400 SF of concourse level one office and storage space that is immediately needed for airlines and ground handling crews. This additional space is needed prior to upcoming peak season to meet increased traffic anticipated by our current airlines.

NARRATIVE: At the January 2021 Board meeting, the Authority awarded the low responsive bidder, Magnum Builders of Sarasota, Inc. (Magnum), a contract to expand the Long Term Parking Lot and pave the overflow parking area. The project also includes replacement of the shuttle kiosks, adds additional lighting, extends fiber optic conduit and cable to new security camera locations, removes the return loop road, and provides security fencing with landscaping to the southern boundary of the Long Term Lot.

With this change order, staff is requesting an increase in Magnum's contract scope to allow for renovations, HVAC upgrades, lighting, access control, electrical upgrades, along with miscellaneous upgrades to the concourse to allow for additional use by air carrier staff and ground handling crews as requested by American Airlines. Airport staff, along with Sweet Sparkman Architects, have evaluated this change order and found it to be in conformance with current construction costs.

Staff is requesting an increase of $272,411.00 to Magnum's contract, and an additional 30-calendar days to complete these renovations. This expansion will be paid for with CARES funds.

RECOMMENDATION: It is hereby recommended that the Sarasota Manatee Airport Authority approve the increase in contract scope and fee of $272,411.00 with Magnum to renovate the concourse ground level office and storage areas. Staff also requests authorization to prepare all documents necessary to implement this action.
