Policy TE7: ACTIVE TRAVEL

The Neighbourhood Plan identifies the Active Travel Network, as shown on the Policies Map and in the Totton and Eling Local Cycling and Walking Infrastructure Plan (LCWIP) at Appendix D, under NPPF Plan-Making Policy TR1 on the vision-led approach to planning for transport, for the purpose of applying NPPF National Decision-Making Policies TR3 on locating development in sustainable locations, TR4 on street design, access and parking, and TR8 on public rights of way.

Development proposals on land that lies within or adjacent to existing Active Travel Network and detailed in the Totton and Eling LCWIP, should avoid severing or materially reducing connectivity or accessibility and, where relevant to their location and scale, should provide safe and convenient connections to the Network and take opportunities to deliver or facilitate identified Prioritised Schemes.

3.35 This policy focuses on the locally mapped walking, wheeling and cycling network. Proposals should have regard to current national active-travel and inclusive-mobility guidance, including LTN 1/20 and successor guidance where relevant. These national standards are not repeated as local policy requirements.

3.36 Totton and Eling Town Council has commissioned a Local Cycling and Walking Infrastructure Plan (LCWIP), included at Appendix D. It builds on the Hampshire County Council Waterside LCWIP but provides local detail specific to Totton and Eling for application through this policy.

3.37 The Town Council will continue to support investment in public transport and may work with Hampshire County Council and operators on a Totton and Eling Bus Connectivity Action Plan. Wider bus-service aspirations are implementation matters rather than requirements of Policy TE8, although development-specific public transport mitigation may be required where justified through the relevant national and development plan tests.
