"text": "During the second half of the year, the CDEL and FT budgets were managed collectively with both budgets remaining balanced as we approached year-end through adjusting the income expected from listed share sales to account for changes in expenditure forecasts. The final CDEL net under-spend was £1.8m primarily reflecting our overall financial objective of a balanced budget with marginal bias towards a small under-spend. This prudent approach is required to avoid an over-spend and is considered a positive final out-turn position given the volatility in underlying income and projects delivered. The FT budget remained balanced at year-end."

"text": "The RDEL budget pressure was much slower to ease and by August there was still pressure of £6.4m with the available budget fully committed. This resulted in early intervention to rigorously prioritise projects and reduce expenditure which re-balanced the budget in early September. These actions resulted in minimal budget available for any new projects in the second half of the financial year and the position required close monitoring. The budget remained broadly balanced in quarter 3 with small head-room emerging as we moved towards year-end as a result of slight reductions in expenditure. By early March, there was headroom of £2.6m and we funded a small Voluntary Exit (VE) scheme to help reduce future RDEL budget pressures. The final out-turn was a net under-spend of £2.1m after funding the VE scheme as there were further relatively small reductions in expenditure. Again, this is considered a positive out-turn position."
