In addition to demonstrating that there is a need for additional student accommodation (and other criteria), there is a requirement for new PBSA to be provided in locations within close proximity to the University Campuses on Oxford Road, or the high frequency public transport routes that also pass by the Universities. This policy also states that schemes will be prioritised which are part of the universities’ redevelopment plans or being progressed in partnership with the Universities, and which clearly meet Manchester City Council’s regeneration priorities."

In particular, it provides an assessment of whether it can be robustly demonstrated that PBSA demand within Manchester City Centre can be met over the coming years within the Oxford Road Corridor, in close proximity to the Universities. As such, we have sought to identify and assess the current pipeline of sites with potential for PBSA; and, we have discussed with both the University of Manchester (UoM) and Manchester Metropolitan University (MMU), those sites identified within their estate plans. Recommendations are made accordingly."

"text": "1.4. During the current academic year, there has also been a reported problem of PBSA undersupply for those students coming to study in Manchester. As explained in section 3 of this report, a key factor at the University of Manchester is understood to have been the unprecedented increase in the numbers of students having met the terms of their university place offers, resulting in unplanned growth. This has combined with the full return of students onto campus this year and also a reported reduction in the availability of student HMOs. The problem has been further exacerbated by the closure and subsequent ‘mothballing’ of some large PBSA beds at Owens Park."

"text": "1.7. Where demand has not been met, it has often resulted in significantly more students living in mainstream residential accommodation in the city centre than would otherwise be the case. This has had a detrimental effect on the availability of mainstream accommodation for economically active residents in the city centre, which in turn has also resulted in a loss of council tax revenue. There is also evidence that it has forced up rents in some developments and, it can also have a detrimental impact on students satisfaction and wellbeing given that students will not receive the wrap around care and sense of community that is offered by the universities or specialist PBSA providers. Providing the right accommodation offer is an important component in terms of both attracting talent to the city's universities and maximising student retention levels throughout the duration of their courses."
