                    "text": "Following on from the above, the BNP Village Envelope Background Paper September 2025 states in para 4.2 that there are no extant permissions or pending applications for residential development on the edge of the village. Paragraphs 4.3 & 4.4 and the associated Tables 1 and 2 go on to consider possible housing sites. Four sites, 4/BH/02, 4/BH/03, 4/BH/04 and 4/BH/05, are discounted they being stated to be detached from the settlement. Two sites 4/BH/01a – Land South of Station House and 4/BH/01b – Land South of Station House are both assessed as being unsuitable and both are excluded from the proposed settlement boundary. It is evident from Section 5 of the BNP that the draft village envelope has been tightly drawn to limit any future development. This is not sustainable, is not a Plan, is likely to perpetuate the aging and declining population being experienced. Additionally it does not deliver wider benefits beyond restraint.
