"text": "Regarding Financials... operations revenue is clearly our continuing opportunity going forward. Progress has to be made in this area and we have to significantly reduce labor to offset the draw on cash flow requirements in the interim. In February, it was more than $10.0M. The historical immediate push to cut Facilities and Infrastructure repair spending are no longer enough to sustain current operations requirements. We will, however use every option to minimize all expenditures with high level approval scrutiny up to the President for all hiring and PO approvals. Recent efforts to reduce operating costs are wrapped around re-engineering and right-sizing resources to properly align with student fulfillment needs."

"text": "Regarding Facilities... all equipment and projects communicated on the enclosed charts are needed to maintain creature comforts, infrastructure, short and long term, viability and help generate a good face for Kentucky State University. Dormitories cannot be allowed to have broken doors, windows and damaged carpets as well as not having good facelifts and clean working facilities. This is part of the equation to attract operations revenue going forward. In addition to this, we are working to upgrade our Maintenance and facilities team. Recruiting licensed Plumbers and Master Electricians enables the University to reduce its dependency on contractors for mid-level repairs and assisted design work which is very expensive. This is a significant issue with succession planning going forward."

To facilitate that, we have recruited a 40+ year supply chain/purchasing veteran to help our purchasing group re-engineer/rationalize existing contracts and relationships in our supply chain to reduce our spend. The enclosures I will show present the obvious need to do so."

Our intentions will be to generate a monthly report to the President and tie that into our board presentations. We want this organization to be of more service to the University and its personnel by providing data that speak to human capital trends, needs and issues in our workforce. Significant in this area are our insurance negotiations that start in March each year. Our preliminary Health Care coverage costs projections are in excess of 30%. We are having meetings now and will probably have to make some decisions on coverage changes."

I would like to note that the month of February was tough on our financials as well as our facilities in total. I believe it is critical that we convey infrastructure needs and in particular the stress caused by -18 degree weather coupled with significant amounts of snow brutal to our facilities in total."
