"text": "An existing conditions model was created in ICPR4 (Version 4.0.03). Inputs including soils and land use data were primarily parameterized in ArcGIS and then imported into ICPR for modeling. Nodes were placed in ICPR to represent basins and links were used to connect basins. Irregular weir cross sections were extracted from the DEM. Node stage-storage was estimated using the DEM at half-foot increments. Initial stages were reviewed based on the presence of water from the field reconnaissance and/or aerial imagery. For the project modeling, the Peace River was assumed to be a constant elevation at the initial stage of 14.49 ft NAVD."
