"text": "VICKI RICKABAUGH, 5 STANLEY PLACE: She began by saying at the last meeting she asked some questions that went unanswered. Her comment to that is that every Committeeman on this Township Committee was voted in by the people and must be accountable to the voters and taxpayers. When a resident comes up to ask a question and failure to answer the question seems to relay a message that an individual doesn't want the facts or information known. She doesn't want to be told by anyone on this Committee to go somewhere else for an answer because she would like direct answers from her elected officials. Her questions are relevant to this Committee and to the taxpayers of this community. They pertain to the possibility that a Committeeman is abusing the public's trust by profiting from public office. She then addressed Deputy Mayor Kafton and asked him if it was true that since he has been on this Committee he has purchased or created five businesses relating to entities related to real estate, investments and development all under the same address? She asked if it was true that since he was elected to the Township Committee he has acquired at least six homes during an 18 month period? She stated at the last meeting she asked if Mr. Kafton or any of his entities have or had a contractual agreement with Mitch Leigh or his entities to develop, provide or sell property and she received no answer. She explained that Mr. Kafton went on a helicopter ride and she asked what 400-acre property was he looking at and if it was Mitch Leigh's property. The answer last week was that it was Great Adventure's property and that is absolutely not true. She stated that Mr. Kafton said he went on that helicopter ride as a member of the Township Committee and the Economic Development Council. She explained that she found it strange because the helicopter ride wasn't mentioned in the minutes of the Economic Development Council. Committeeman Seda asked if that Economic Committee was involved with that helicopter ride? Mayor Broderick stated that came about after the meeting was over. Mrs. Rickabaugh went on to say that she also asked the township for a record of the response and was told there was no documentation pertaining to her questions. However, they could confirm that the township did not pay for this event (helicopter ride). She asked Deputy Mayor Kafton if he or one of his entities paid for that helicopter ride? She explained that before the Economic Development Council there was an Industrial Commission. She asked him if in 2001 while he was being paid as a Township Committeeman if he or one of his entities did title work for the Industrial Commission in regards to the purchase of municipal land? At the same time she had asked if he was working for the contractor/developer Bil-Jim doing title work for the land purchased by the Industrial Commission? She asked if in 2002/2003 did he vote for bills and claims, contracts and performance bonds for the same developer/contractor for over $1 Million dollars? She asked if while he was a Township Committeeman, he was also being paid by the developer and Industrial Commission? She went on to ask who paid for all the title work he did and how he could sit on the Township Committee and do work for the developer and Industrial Commission? Committeeman Seda asked if Deputy Mayor Kafton was going to answer these questions? Deputy Mayor Kafton replied that he would answer all the questions, but since he has been on this Township Committee since 1997, Mrs. Rickabaugh has done everything in her power to harass him and his family and it has been endless. She will continue to do that even though he has never done anything wrong in this town. He has started businesses in this town like anyone else. Anything she has spoken about is absolutely false. He told Mrs. Rickabaugh to go and file her ethics charges. She is probably upset because they have changed the zoning and now she can't sell her horse farm to developers like she wanted to. He explained that he hasn't done anything wrong, he doesn't do business with developers because he doesn't want a conflict of interest and he didn't rent a helicopter. Some of his businesses were created before he was on the Township Committee and some were created after. Mrs. Rickabaugh later added that on his Financial Disclosure Statement it showed that he owned no entities in 1997 and from 1997 to 2001 he created or purchased five businesses. Deputy Mayor Kafton stated that was true. He then stated he has brought numerous properties and sold properties before and during his time on the Township Committee. He told Mrs. Rickabaugh that she has slandered him and his family's name since he first ran for office. Committeeman Giblin stated that Mrs. Rickabaugh has taken more than her five minutes and he suggested she put into writing the questions she would like Mr. Kafton to answer. Committeeman Seda addressed Committeeman Giblin and stated that this is the public portion of the meeting and the residents have the right to speak no matter how long it takes. He addressed"
