"text": "MIKE KAFTON-67 NO LAKESIDE DRIVE: He asked the Council if the Mayor informed them yet about his intentions for the Building Department. Mr. Del Turco explained nothing had been finalized yet but the current budget was for full staffing and he was looking at both situations. Mr. Kafton stated the Mayor should not be the one to determine the outcome of the Building Department because of a conflict of interest since a family member had an outstanding fine and by dismantling the Building Department the Mayor had more control of reducing those fines or remove them altogether. He felt the Council needed to get involved and possibly contact the Attorney General's Office. Council President Updegrave stated she has spoken out in favor of jobs not being eliminated and she has discussed her concerns with the Mayor. Nothing has been done yet and reminded him about the budget workshops beginning next week. Council Vice President Gudaitis explained the Mayor was considering outsourcing the Building Department and he was negotiating with them. Mr. Kafton stated the Mayor sent the State a letter advising the Department of Personnel the Building Department would be closing as of August, plus 16 employees were informed they were being fired and felt that was a direct action and since the Mayor had a family member with a substantially high fine there was a direct conflict of interest and asked Mr. Gudaitis if he called the State since he felt dismantling the Building Department wouldn't make the fines go away? Mr. Kafton stated he did because he didn't want to take the chance and they need to deal with it and make sure the Mayor does not negotiate closing it because of the conflict of interest and that the State confirmed he would have the ability to negotiate the fine or wipe them out. Mr. Kafton felt it would create a potential problem for the Town and possible law suits and felt the Attorney Generals Office needed to look into it."

"text": "PAUL MAYEROWITZ-91 CYPRESS POINT LANE: He referred to a question he asked the Council and Mr. Del Turco regarding a rule for surplus and how they justified the surplus of $5.1 million and if it was an appropriate amount when it had been higher in previous years and stated their response was that it was treated as a rainy day fund. Mr. Mayerowitz stated he just read the new surplus was $5.9 million and asked Administrator Del Turco about it. Administrator Del Turco explained how they determine it and would be happy to sit down with him. Mr. Mayerowitz felt they had an opportunity to reduce the tax and suggested appointing an advisory board to work with the Council but they chose not to take that approach. He learned Howell Township had a Finance Committee to assist and advise the Township Council and Township Manager in making recommendations to assure the fiscal health and stability of the Township and recommend cost savings. Mr. Mayerowitz stated the Township didn’t have that and all they had were two Council members doing it. Mr. Mayerowitz discussed the many things Howell does and suggested again that they draft a resolution and create an Advisory Committee. Council President Updegrave stated she was in favor of resident input and encouraged him to write her so she could forward it to the Mayor and the Administrator. Mr. Mayerowitz stated it did not require the Mayor’s approval and that if she and other Council members felt it was a good idea and believed it to be a worthwhile thing and determine which Council would take credit for it."
