"text": "have a budget pass and they always have to make cuts that affect students by cutting programs. She asked to have someone explain in more detail about the tuition reduction. Mr. Allison explained students are sent out of district and they have to be budgeted for and sometimes by taking another look at it the number could be reduced. It’s possible the students originally budgeted for were no longer in Town or no longer being sent out of district. She spoke of the numerous meetings the school board had and how they were more transparent than they were in past years but suggested there be a liason between the Township and the school board that goes to the meetings to find out what’s going on because she found it difficult to believe they could take a budget and in a few weeks come up with $1.3 million that took several months to put together and both parties would have a better understanding. Even though it’s two governing bodies Jackson is still one Town. Mr. Allison stated $1.3 \\% sounds like a lot but it’s only 2% of the budget. She stated last year they lost 17 teachers and hoped it didn’t happen again this year. Councilwoman Ingram stated they had 21 new hires and 5 part-time. Ms. Murphy stated it was due to retirement and some teachers that were laid off were brought back and when you don’t replace the retirees there is a net loss."

"text": "MARTY SPIELMAN-37 SHOAL ROAD: He felt it difficult to understand the Council didn't take it upon themselves to meet with the Board of Education to jointly discuss where cuts could be made in the budget, instead they hired a group and he found it funny the cuts came to exactly what the state allowed and stated if they were allowed to cut it further, they would have. The Board of Education doesn't have to follow their recommendations because they don't run the school. Shared services should work together. Ms. Ingram reminded him the public defeated the budget and stated she had spoken with Mr. Gialanello on Friday and Monday to schedule a tentative appointment and Mr. Spielman wasn't available. Mr. Gialanella stated the board agreed on the amount over the phone with their hired CPA's that Mr. Spielman agreed to and she didn't understand why he was changing his story now. Mr. Spielman stated he was never consulted, never asked about attending a meeting and received no emails regarding a meeting and resented her implying he was notified. Councilman Gudaitis spoke about the reduction and he was bothered by Mr. Spielman's comment and if there was more to be cut our CPA could find it if they were allowed to be law. Mr. Spielman stated the Council should work with the Board of Education and not cut the maximum allowed by law just because they were allowed to. Mr. Gudaitis stated there was probably a lot of fat that could be cut but we're restricted by law. Councilwoman Ingram stated the parents have to get out to vote."

"text": "PAUL MAYEROWITZ-91 CYPRESS POINT LANE: He stated the Board of Education tried to make their budget process more transparent and applauded them for it. The workshops were similar to the ones Council holds but the turnout for the budget workshops was very poor as were the Council budget workshops. They need to have the workshops but the public has to be more concerned with how their money is being spent. He discussed the process when the budget isn't passed and suggested someone on Council be present during the budget process and make recommendations so when the Council needs to review the budget that Council member could explain to the other members. He also stated budget cuts have a cumulative affect on the students of Jackson just as excessive spending has a cumulative affect on the taxpayers. They need to have a budget that protects both the children and the Township. He stated the transportation budget was bloated. Mr. Allison stated they looked over the budget and once they reach the $1.3 million they don't look further. Mr. Mayerowitz stated they should look at the entire budget to see if there were other cuts that could have been made that would have a lesser impact on the children. No other cuts were identified and it didn't make any sense how they did it and suggested it should be looked at in the future."

The budget submitted to the voters had $767K of illegal or over capped spending that should have been cut without question and felt the real cut made was only $538K and even though the ground rules were changed they could have cut another $1.5 million and the Board of Education never followed the Council’s recommendations and made their own cuts."
