The project represents reinvestment in an already developed parcel and does not introduce new infrastructure extensions or growth inducement into undeveloped areas. The site plan provides internal circulation, parking, utility service, stormwater management, and buffering that integrate the project into the surrounding roadway network and adjacent land uses while maintaining required setbacks from environmentally constrained areas. The project supports the intent of the Pinelands Regional Growth Area designation by directing nonresidential development to locations already served by public roadways and utilities, thereby minimizing pressure on more sensitive preservation areas."
