"text": "efficient site circulation design, and traffic management measures identified in the Traffic Impact Analysis. During construction, exposed soils and unpaved areas are watered as needed to control fugitive dust, stockpiles are stabilized or covered, vehicle speeds are managed to reduce particulate generation, and unnecessary equipment idling is restricted. Construction equipment is maintained in proper working condition to limit exhaust emissions, and material deliveries are scheduled to minimize congestion and localized emission concentrations. The traffic study recommends separate driveway access for construction yard activities and office operations, which reduces internal conflicts, minimizes vehicle queuing, and limits idling on Whitesville Road. Site access and circulation improvements are designed to maintain acceptable levels of service and efficient traffic flow, further limiting vehicle emission accumulation. The project does not include stationary emission sources requiring air permits, and all installed equipment complies with applicable state and federal emission standards. These measures reduce short-term construction emissions and maintain long-term operational air quality consistency with surrounding land use conditions."

The NJDEP NJ-GeoWeb Map Viewer data layers entitled “NJDEP Historic Properties of New Jersey”, “NJDEP Historic Districts of New Jersey” and “NJDEP Archaeological Site Grid of New Jersey” were reviewed. (refer to Figure 14: NJDEP Historic Districts and Properties Map). The Historic Properties, Historic Districts and Archaeological Site Grid data layers display historic properties and archaeological grids that are either included in the New Jersey or National Registers of Historic Places, have been determined eligible for inclusion through federal or state processes as administered by the New Jersey HPO, or have been identified through cultural resource survey or other documentation on file at the HPO."

"text": "The NJPC Inconsistent Certificate of Filing identifies the presence of a residential structure more than 50 years old and a commercial structure less than 50 years old proposed for demolition. The Certificate does not identify the older structure as historically significant, eligible for historic designation, or subject to preservation requirements, and no conditions or restrictions related to historic or cultural resource protection were imposed. All accessory structures on the site are identified as less than 50 years old and do not require NJPC review for demolition. These findings indicate that the existing structures do not represent recognized historic resources under the Pinelands Comprehensive Management Plan or applicable local ordinances. In addition, prior site disturbance substantially reduces the likelihood that intact archeological resources remain within the proposed limits of disturbance. The surrounding area is characterized by developed commercial and industrial land uses, further indicating a low potential for intact subsurface cultural resources. Ground disturbance associated with the proposed redevelopment is limited to previously disturbed areas and does not extend into undisturbed natural landscapes or known cultural resource sensitivity areas. Based on existing site conditions and regulatory review findings, the project is not anticipated to result in significant adverse impacts to cultural, historical, or archeological resources."
