"text": "first responders when needed. Township Clerk Eden stated in our code, the Mayor has the responsibly to appoint certain members to certain boards and commissions without the advice and consent of Township Council. The Economic Development Committee is located in Chapter 3-153b. Attorney Cipriani stated it seems the citation is incorrect. She stated the re-codification took place in 2006-2007 and prior to that, it may have been the correct citation and the form letter was not changed and should have been. Council President Nixon stated this is the[p51.3.1] time and, in the future, can we make sure the citations match up. Attorney Cipriani stated it was an oversight and pointed out it's a clerical error. Mr. Visconi stated the code book jumps from Chapter 16 to Chapter 22 and Ms. Cipriani stated because often when you re-codify, you leave blanks for a need of additional chapters. Mr. Visconi asked if the appointments are valid and Ms. Cipriani stated the validity of the appointment resets on the authority that is granted by the actual code.",

"text": "ELEANOR HANNUM – 7 EVERGREEN COURT – Is there an ordinance that holds residential landlords accountable in Jackson Township. Council President Nixon stated we have existing ordinances relating to registration. We have been looking into additional language. Township Clerk Eden stated if it’s a residential home rental, we require a Landlord Registration, which is filed with the Clerk’s Office. If the renter’s change, a CCO Inspection is required and housing confirms there is a Landlord Registration on file. Ms. Hannum feels Jackson has become a commodity and convince people to sell their homes, put it into a LLC and rent it out. An older woman living in the Brookwoods contacted me and stated she contacted the Township and nothing was done about a large number of people living in a ranch home. She had located the landlords address and drove to that home and tried to confront the owner on 3 separate occasions. Attorney Cipriani stated there seems to be an issue of property maintenance and if it’s rented out, it is the landlords responsibility to maintain in accordance with our ordinances and the property maintenance requirement doesn’t change because it’s a rental. Ms. Hannum stated it falls under the housing codes for the State of New Jersey. I’m seeing a lot of homes rented out to numerous families. Council President Nixon shares those concerns but stated the new Code Enforcement Supervisor is doing a fantastic job. Please provide me the information the meeting and I will make sure that person gets follow up."

"text": "Ms. Hannum referenced a home on Galassi Court, which was purchased and gutted. The house is condemned with stickers and the front door is wide open. The safety and welfare of our children is foremost and there are other homes on that street that have numerous people living in them. Residents have called on those homes also and it appears people are coming in and cashing out. Our town and the quality of our neighborhoods are diminishing the greatness of our town. It appears a lot of our residents are fleeing and that is concerning to me. Ms. Hannum asked if the Code Enforcement Supervisor works on Saturday and Council President Nixon stated that it is under consideration at this time by Administration to ensure there is coverage on the weekends. Ms. Hannum stated there are homes being used that require conditional use variances. Council President Nixon stated we are well aware and it is under review. Administration and Code Enforcement are on top of it."
