Mr. Gertner stated what is before the Board is the only thing that can be focused on, and it's on site implications and as testified there has been no contrary testimony there is a scheme to address certain off site implications. Dr. Campbell advised the Board can't use traffic off site in regards to a project like this. Mr. Gertner noted the Board can't use offsite in any mass. Dr. Campbell stated there are certain restrictions on what can be considered when voting on a project and off site traffic cannot be taken into consideration.
