            "text": "WHEREAS, Jackson Township residents voted in November 2001 to approve the establishment of an “Open Space Trust Fund”, which provides funding used solely for the purchase of property within the Township for the purposes of active recreation, passive recreation and water quality protection; and\nWHEREAS, the “Open Space Trust Fund” is currently funded through local taxes at the rate of one and one-half cent per hundred dollars of assessed value; and\nWHEREAS, the Township Committee has aggressively and successfully purchased open space in order to limit residential development and to provide more open space for the residents of the Township for recreation and water quality protection; and\nWHEREAS, the Township desires to increase the funding of the “Open Space Trust Fund” in order to allow for greater land acquisition and open space protection, in order to preserve the quality of life for Jackson residents; and\nWHEREAS, the Township Committee desires to ascertain the sentiment of the voters on this question;\nBE IT ORDAINED, by the Township Committee of the Township of Jackson, County of Ocean, State of New Jersey, as follows:\nSECTION 1. Pursuant to N.J.S.A. 19:37-1, et seq., the Township Committee hereby authorizes the submission of the following question to a non-binding vote at the next general election to be held on November 2, 2004:\nShall the Township Committee of the Township of Jackson adopt an ordinance that increases the funding of the “Open Space Trust Fund”, which shall have the following provisions:\n1. The funding of the “Open Space Trust Fund” shall be increased by the collection of local property taxes in the amount of one and one-half cent per hundred dollars of assessed value. The increase shall be added to the current funding of the “Open Space Trust Fund” of one and one-half cent. The total Year 2004 cost per home assessed at $160,000 would be $48.00 per year, or $4.00 per month.",
